An independent order that preserves the voices through which Lethra governs itself.

Template #3 is an independent civic and ceremonial institution responsible for preserving the spoken laws of Lethra. Its members memorize verified testimony, compare living recitations, and speak binding precedent before the Unlit Court. Although the organization publicly serves the throne, its oldest charter grants it the right to contradict any ruler when an authenticated voice records a different judgment.

History

The organization traces its foundation to the years immediately following the First Silence. When the star’s telemetry vanished, the imperial record engines lost their common timing signal. Citizens chose trained reciters to preserve the sequence of public decisions until the machines could be repaired. The repair never came.

Duties and authority

Each recitation must preserve rhythm, breath placement, and vocal emphasis because Lethran law treats cadence as evidence of a speaker’s identity and intent. Three independent Witnesses must agree before a testimony is classified as resonant.

Ranks and training

Candidates enter as Listeners and spend one year learning controlled breathing, comparative recall, and the ethics of incomplete testimony. Full members surrender their family names to reduce conflicting loyalties.

Public standing

Citizens respect the organization’s neutrality while distrusting its secrecy. Its vault contains deathbed statements, sealed confessions, and testimony considered too destabilizing for public recitation.
